The state Assembly on Monday passed a pair of sweeping social policy changes -- a universal health care bill and a proposal to allow undocumented immigrants to apply for driver's licenses -- that have virtually no chance of becoming law but could become fodder in the governor's race this fall.
The bills represent heartfelt Democratic causes and are certain to draw vetoes from Republican Gov. Arnold Schwarzenegger, should they reach his desk. They also highlight important differences between Schwarzenegger and his opponent, Democratic Treasurer Phil Angelides.
The difference is sharpest on the driver's license bill: Schwarzenegger opposes it; Angelides said that as governor, he would sign it. The contrast could give Schwarzenegger a boost among conservatives, or Angelides an opportunity to rally Latino voters.
As for the health care bill, an Angelides campaign spokesman said he has not endorsed the measure approved Monday, Senate Bill 840. But the aide, Nick Papas, was still optimistic that the legislation could give the treasurer an opening to draw contrasts with Schwarzenegger on health care.

"Some point out that Schwarzenegger's overall record on health care has largely been in opposition to expansion of coverage. The governor vetoed legislation last year that would have expanded coverage to all children in the state and campaigned in 2004 against a proposal that would have required businesses with 50 employees or more to provide health insurance.
Although a campaign aide said in June that Angelides supports the Kuehl bill, Crumley said the treasurer has been consistent in his support of only "working toward" universal coverage beginning with coverage for all children and moving to coverage for workers at large employers. "

So Arnold's envirowacko agreement with the Dims is contrast too?
Even though I think Arnold will veto this drive-by legislative attack, I will hold my breath until he does. All of this hits too close to home.
Teh global warmiong bill is stupid, Arnold tried to make it more business friendly by allowing trading of the emission credits, but it's still stupid.
The answer to that is NOT to help Angelides get elected instead of Arnold.
The answer is to work to get more Republicans elected, to stop the Dems from passing over a thousand bills a year, most of which are highly damaging to CA.
Arnold put those propositions on the ballot, which would have gone a long way towards that, by taking away the unions power and doing a redistricting. But where were the conservatives? They stayed home or even voted against those bills and now they are running around blaming Arnold.

I don't know about you, but I'd rather die a quick, clean death than a slow agonizing one.
Arnold is setting up a Villaraigosa 2010 run and subsequent victory.
With such defeatist attitude why don't we just all jump into the ocean and drown ourselves. Pitiful!
Business friendly? This cap and trade program is exacly NOT friendly! It's racketeering at its finest.
