Tell that to Arnold Schwarzenegger. At his peak, the Governator had a BMI of 31. (6'2", 235 lbs.)
The BMI is not a suitable measure of fitness for body builders, and many other athletes. There are more suitable direct measures of % body fat. I doubt that Arnie had more than 12% body fat at his peak.
