The movement may not have reached the bottom of the cord before the shutter closed. See also the hands of clapping soldiers and movement in the background of another soldier.

I don't see a blur. Look to the right of the door in the back - you can see a shaded area that runs all the way up - that is undoubtedly the cord that was in motion when the shutter clicked.
