It looks like a UN flag that is backlit and overexposed. In the shadow cast on the flag I think I can make out the leaves around the bottom of the globe and maybe South America.

It is probably one of those blue UN flags. I have a neighbor up the street who hangs one from his porch...it is so faded I bet it would look white if the sun shined through it like that one in the pic...
My buddy and I give that UN flag a great big "Hand Salute" with full military honors every single time we pass it!

at first blush, it does look bad, the french flying a white flag, but now it's got me thinking:
a. WE bought and paid for that vehicle...
b. WE ARE, by default, what that vehicle represents...
c. I want to know WHO ordered them to fly the flag of surrender...

Their helmets and flag are white because they want to cover all bases, and leave no doubts. Surrender to a poster, that is classic French bravery.
