At what point does she get arrested for harassment? She is not engaged in a political campaign, she's engaged in a personally-directed harassment campaign, making herself into as much of a stalker from Hell as she can be. If the President were a private citizen she would have been locked up for her behavior long ago.

This crazy woman has no job (otherwise, she wouldn't have to to keep sturring up trouble), yet she is able to travel all around the country for these stupid protests and media events.
So it is quite simple to find the root of this idiot's behavior - follow the money. SOMEBODY is paying for not only her travel, but apparently paying her bills as well.
Which makes her a prostitute - it's just not sex (as far as we know) that she is selling...
