Today President Bush traveled to the National Counterterrorism Center in McLean, Virginia to attend a briefing. Following the briefing, the President made a statement to the press, crediting the agency for its part in foiling the terror plot in England last week.

I would recommend photo explosion which if you look around you can pick up quite cheap on either Amazon or Ebay. Dolly uses Microsoft Picture It but my computer does not like that program.
Both of those programs will do what you want and you can save the working file as a template so you can edit nd move photos later on.
Picture It from MicroSoft (sorry for cussin'here) is what I use. I have photoshop (the pro version) but it is a very complex program & I have found PI much easier to use. It is NOT an expensive program either.
You can save your pix so you can move things around & adding words ,moving things, resizing is very easy. I save each collage in PNG (the picture it, alterable file) as well as JPG which is smaller & used for posting to server

And encouraged by the precedent of Ronald Reagan, I feel almost as confident in predicting that, three or four decades into the future, and after the inevitable missteps and reversals, there will come a President who, like Reagan in relation to Truman in World War III, will bring World War IV to a victorious end by building on the noble doctrine that George W. Bush promulgated when that war first began.
