These turds often have small shops in minority neighborhoods. The local crack heads use the disposable phones to conduct "bidness"...No doubt that's true, but I don't think these particular phones were destined for the crack bidness.
Apparently these three "Texas" guys were cutting open the packages and discarding the rechargers.
Now why would they throw away the chargers if the phones were intended for re-sale or "business" use ?
I can think of two possible explanations...
1) the phones were going to be shipped overseas, where the chargers would be useless due to different wall current; or
2) the perps had a "one time use" in mind for the phones.
