OK, count me as clueless regarding disposable cell phones, but isn't the point that you use them and throw them away? In other words, wouldn't you need to buy them again and again?
According to the liberals I've been reading on the internet (yes, sometimes I'm a glutton for punishment), these are just legitimate small businessmen trying to make a buck by bringing these back to the Middle East to sell at a higher price. We shouldn't be concerned about it.

I see, this is Ithaca, Michigan. If it had been Ithaca, NY, the clerk would have been sent to sensitivity training and the city council would have established a fund to help those who can't afford multiple cell phones.
You know, this is really disturbing. I heard on the news today that a couple of people bought 25 disposable cell phones here in New Hampshire too. The police are investigating. Why are all of these people suddenly buying multiple cell phones today? We have a nuke plant near NH, that has always been our greatest terrorist threat. Is there one near Ithaca? I'll google it, but if anybody knows please post. I'll try to find an article tomorrow about the cell phones that were sold here.
And then those darn Hezbullies in Lebanon are such cowards they have to use their own women and children as human shields. Don't even get me started on the girlie men in Iraq who can't wear uniforms and fight our soldiers face to face, man to man, but have to go skulking around planting roadside bombs or use their own kids to deliver bombs. CNN's newsticker this am: cops in Michigan arrested the three Middle Eastern men they caught the other day with dozens of cell phones, lots of cash and airline schedules and info. Strong hint that they're part of terror. According to the cops, they had cover stories -- preposterous cover stories, but they aren't rocket scientists -- were cooperative, yada yada yada. Straight out of bin Laden's terror play book, which CNN was talking about on Anderson Cooper's show last night.

The large volume of phones is needed for coordination of efforts. These phone are not registered or tied to a person. They make one or two calls and throw out the phones. That makes them untraceable. I suspect the "bomb detonation" aspect is secondary.
