If not, he says, it will be interpreted as a victory for Hizbollah and Iran in terms of trying to claim leverage in their quest for nuclear weapons.

Kissinger..smart on this. He's explaining there's only ONE good outcome for this- the disarming of Hizballah. He reminds us no creative words from the UN is going to make that happen. He goes on to put this in perspective of the coming discussions about nukes with Iran. If Hizb is not defeated- this will embolden Iran.

Israel begins expanded ground offensive
JERUSALEM - Israel on Friday began an expanded ground offensive in southern Lebanon after expressing dissatisfaction over an emerging cease-fire deal, government officials said.
Hours later, France and the United States reached a deal on a final draft U.N. resolution aimed at ending the monthlong conflict between Israel and Hezbollah. The British foreign secretary said the Security Council would vote on the resolution at 3 p.m. ET.
The two sides sent the proposal to governments of Israel and Lebanon, and a French diplomat said the vote would go ahead whatever the response.
Shortly after Israel began the wider offensive, a source close to the Israeli government said U.S. Secretary of State Condoleezza Rice telephoned Israeli Prime Minister Ehud Olmert to ask him if there was any room left for diplomacy.
Olmert indicated hed be willing to call off the offensive if Israels basic demands are met, said the source, who spoke on condition of anonymity because of the sensitivity of the private conversation.
Olmert and his defense minister, Amir Peretz, made the decision to expand the offensive after meeting for four hours Friday.
Olmerts spokesman, Asaf Shariv, told The Associated Press that the expanded incursion had already begun. An emerging cease-fire deal being worked out by the U.N. Security Council fails to meet Israel's basic requirements, such as stationing robust international combat troops in southern Lebanon once Israel withdraws, Shariv said.
