Welch in Israel In Last-Ditch Diplomatic Effort

(IsraelNN.com) American State Department Middle East envoy David Welch returned to Israel Thursday in what appears to be a last ditch effort to reach an agreement on a draft resolution to be presented to the United Nations Security Council.
Welch flew to Jerusalem instead of Washington, after visiting Beirut, as the gap between France and the United States widened. Israel is delaying a widening in offensive in southern Lebanon pending the outcome of the attempt to reach a diplomatic breakthrough, but time is running out. The Arab League has intensified pressure on France that a resolution include a call for Israel to withdraw all its troops from Lebanon, leaving it to the un-trained Lebanese army to patrol the area, where it has not operated for more than 20 years.
