CLEVELAND For Tony Minor, the pastor of the Community of Faith Assembly in a run-down section of East Cleveland, Ohios new voter registration rules have meant spending two extra hours a day collecting half as many registration cards from new voters as he did in past years.
Republicans say the new rules are needed to prevent fraud, but Democrats say they are making it much harder to register the poor.
In the last year, six states have passed such restrictions, and in three states, including Ohio, civic groups have filed lawsuits, arguing that the rules disproportionately affect poor neighborhoods.
But nowhere have the rules been as fiercely debated as here, partly because they are being administered by J. Kenneth Blackwell, the secretary of state and the Republican candidate in one of the most closely watched governors races in the country, a contest that will be affected by the voter registration rules. Mr. Blackwell did not write the law, but he has been accused of imposing regulations that are more restrictive than was intended.
Under the law, passed by the Republican-led state legislature in January 2006, paid voter registration workers must personally submit the voter registration cards to the state, rather than allow the organizations overseeing the drives to vet and submit them in bulk.
By requiring paid canvassers to sign and put their addresses on the voter registration cards they collect, and by making them criminally liable for any irregularities on the cards, the rules have made it more difficult to use such workers, who most often work in lower-income and Democratic-leaning neighborhoods, where volunteers are scarce.
In Washington, D.C., Congress may have passed the voting rights bill to extend voter participation, said Katy Gall, organizing director...

"...civic groups have filed lawsuits, arguing that the rules disproportionately affect poor neighborhoods."
Poor neighborhoods produce disproportionately more fraudulent registrations, so what's the problem?
Bring back literacy tests.
Ken Blackwell is Sec. of State and thus in charge of adminstering the Ohio election in which he's running for Gov. Well here in Iowa OUR sec. of State has the identical "conflict of interest" administering the election for his run for Gov. Culver is a 'Rat. Maybe Hillary can get him to drop out... Fat chance! Someone needs to challenge Hillary on this now and remind her of her answer when she runs in the 2008 Iowa Caucuses!
Dims always say the vote fraud goes against them, but they are the first to whine, cry, complain, kick, and scream when voter registration laws attempt to do away with vote fraud.
Coincidence? I think not.....
The way to stop all the fun and games with the Dims is when one is registered take a finger print and put into and electronic database...if you don't have the finger you registered with you don't vote!...won't need a picture
Another Black Dem pastor registering voters. Where is Barry Lynn or the ACLU on this? They would scream about any religious-right pastor doing this.
That's just about everything but the old Rockefeller estate area up the hill. East Cleveland is home to some of the most corrupt/stupid politicians in the area. Current population about 25,000. They could turn out about 25,000 votes if someone doesn't watch carefully. (Say what? Chillun cain't vote twice?? Racism!)
News tidbit from last November:
"The son of former East Cleveland Mayor Emmanuel Onunwor was charged Monday with aggravated murder, reported NewsChannel5.
Cleveland police said Clifton Onunwor, 19, was arrested Friday in connection with the Wednesday night shooting of Armond R. Wright, 20, during a holdup at Woodhill and Shale.
Onunwor and an accomplice are accused of robbing Wright and the victim's brother, according to a police spokesman, Lt. Thomas Stacho. Police haven't identified the other suspect, Stacho said Monday.
Onunwor is scheduled to be in court Tuesday.
His father is currently serving nine years in prison on federal bribery charges."
The mayor was a Dem and switched to Republican just before he got indicted. He's really a Dem. Strange city.
Horse crackers!
I had to take my daughter and grandkids to the airport last week and there was not one single inspector there who gave a rip whether the poor have difficulty coming up with legitimate, picture identification.
What are we saying, that flying in a plane is more important than voting for the leaders of the free world's only superpower?
Awww. The uneducated masses won't be able to vote for the Dems. What a tragedy. I'm sure the Dems have lots of people waiting in the wings to slash more tires this year to keep the educated people away from the polls.

Voter registration is not a violation of the rules for churches. It is a "community service" and allowable. Now if you could show that voters who would vote GOP were not allowed to register then it is a different story.
What happens to those who become amputees and lose both hands. Had a picture of a guy in Colorado who had all four limbs amputated due to an infection, http://www.rockymountainnews.com/drmn/local/article/0,1299,DRMN_15_4885033,00.html
Yea, I know there is always an exception.
I do agree with you. If they had the fingerprints, they could ensure you vote correctly, only once and make sure your not voting in two different locations or states.
Without voter fraud the rat can not survive in many locations. When the leaks of voter fraud are finally sealed it will be amazing. rat political blood will flow freely.
