I did my best trying to get an answer on that one. Here's what I found:
I actually discovered another picture of the same spot of the city. If you look at both pictures side by side, you'll notice the buildings in the lower right corner of the left photo and the buildings in the lower left corner of the right photo (the photo in question on this thread), you'll see the buildings match up. I cut those corner sections out and placed them side by side. Notice anything?
Anyone know where this is in Beirut? Can we look it up on Google Earth?

This is so idiotic of them, there is enough horror of war to show in both Lebanon and Israel (though of course Roto-Rooters doesn't care about the latter) without faking to exaggerate. Guess someone (maybe the photograher himself) just had to try to make it look like all of Beirut is in flames -- not enough to show reality when a quick photoshopping can "improve" upon reality.
That is a really great spot. And I like the way you point it out. I was searching for an older picture of the city too and found that picture you posted but I wasn't able to match up the buildings. Good eyes.

It gets better still -- someone writing to Powerlineblog says that an analysis of all the photos, dates, and times of "work" submitted by Adnan Hajj reveals it is impossible for one person to have taken all those photos. Apparently he may simply be a clearing house for Hezbollah propaganda (surprise). This aspect needs more study:

Here are the complete works of photographer Adnan Hajj, the photographer whose picture of smoking Beirut Reuters has now "killed" and reissued in "corrected" form. Reuters has yet to explain what happened, who altered the photo, and whether other of of Hajj's (or Reuters') photographs may have been staged or altered. (Thanks to Pajamas Media.)

The question: is he simply a clearinghouse for Hezbollah propaganda, routed expeditiously through Reuters? Looks like they pay the guy to forward unverified images (sometimes doctored or staged, as you've helped explain) taken by others.
More research is clearly warranted, and Reuters apparently is not inclined to introsepction on the subject.
