Well that's a cue to China to have some free reign! I can't believe we would categorically rule out freeing the people of Cuba if the opportunity arises in a power vacuum - yes, they would be more appreciative than a certain Middle East country!

Sounds to me like Castro is about to leave this life. A fact that might cuase an uprising among the natives. So therefore the commie's mobilize the troops so they don't get taken by surprise.

I suspect the Cuban dictator (whoever that is at this time) needs an excuse to call up the military in preparation for the civil disturbance sure to arise upon the announcement of Castro's death. Finger crossed that that will be soon. I quit smoking five years ago but am willing to break down once for a cigar from a free Cuba.
