What are the safeguards that we will use to make sure we aren't training and equipping Hezbollah, like we trained Fatah and Hamas terrorists in allegedly attempting to help the PLO form an effective police?

Good idea along with a generous aid program to rebuild the country. This is a real opportunity to introduce more Western influence into the area, secure Lebanon and its nascent democracy, and further isolate Syria. It is exactly what Bush and Blair promised. Hezbullah made a major miscalculation.

I would suggest all Arab/Muslims armies seeking training to suppress "terrorists" -- PROVE that commitment by getting that training in Iraq or Afghanistan.
Units to be trained shall be assigned a city, village or 100 sq kilometer grid to bring under control and destroy all Islamists within...
Support and command structure will be provided by the Arabists from France, Germany and Russia...
