Propoganda is almost the entirety of their strategy, and their tactics, for that matter...they have no military strategy or tactical capability (Katyushas have no effectiveness militarily). They, like Saddam was with us, are operating entirely on the "Vietnam method" for defeating a superior western power. They are just using our own flawed, maudlin philosophies and sensibilities against us.
So, yes, not only wouldn't I put it past them, I'm damned certain they'd do exactly that in a heartbeat...with no qualms whatsoever.
