What he recommended pretty much recommended what George Mitchell, Paul Voulker, Newt Gingrich recommended. The proposals were blocked by the G77. Can we achieve goals now that cap lifted?
Now the cap is lifted, what kind of cooperation are we going to get from tehse 50 countries to move forward with these reforms which are necessary if the UN is to be successful.
