Kerry: If ever there was a moment, you said you wanted sanctions but couldn't get sanctions becuase of hte Russians.
You want six party talks.
Bolton: Quite the contrary. We wanted not return to 6 party talks but implementation of some other talks (couldn't capture).
Kerry: This has been going on for 8 years. Why not engage in a bilateral engagement - that's what Clinton did.
Bolton: Very poorly. We also have bilateral talks within the context of the 6 party talks if NK will come back and talk.
