Every day, twice or more a day, I guess packages of intel material and I did in my previous job, as do senior officials in state, defense and NSC.
I'm a consumer of intel and read as much as I can. I see the results of intercepts. And they're written in various ways. But it's the policy of NSA not to put in intercepts the names of Americans and entities.
Sometimes the intercepts say "named government official" and sometimes they say US rep to the UN - not hard to figure out who that is. BUt sometimes trying to udnerstand what it really means can be enhanced if you know the name of the American involved.
So on 10 occasions since 2003, following procedures set up for this purpose, I made a request of State Dept to receive namesof the minimized names and the INR pursuant to procedures passed it to NSA which agreed to provide the names to me.
This has been written upextensively by Sen. Roberts - Chair of the Committee.
I didn't say I want info on Mr. Smith. You're sitting at your desk and suddenly you come across a named American individual and want to know who that is and will it help me understand the intel better.
Dodd is very, very interested in the explanation of how this intercept thing works. Bolton asked for actual names, which don't otherwise appear, in 10 cases in order to better understand what he was reading and to understand the intelligence better.

I certainly agree about Chris Dodd. What a repulsive excuse for a human being. However, John Bolton deals with that repulsive bug-eyed insect Kofi Annan at the U.N. every day, so I guess he can deal with these disgusting Dem Senators.

His statement about the sharks still out there feeding on slaves was undoubtedly the most inane/dumb thing I've EVER heard from an elected representative...and the competition was fierce in that department.
So Dodd had an issue with this last year. He asks Bolton the question again. Bolton answers it and Dodd says thank you. Then Dodd says this remains an issue.
And people actually vote for this man.

Dodd: You'll appreciate that as a member of this body, to be able to have access to this information...then babbles on -- sounds like the administration wouldn't give Dodd or the Committee access to the information.
It's still an issue and important when these matters arise -- if it's the way you describe - it's a minor issue. But since there was resistance to it, it became an issue..
