The bills appear to be vertically overlapped and not separated as they would be in uncut sheets. We may be jumping the gun here.

I saw that and instantly noticed the markers beside each. Smoke, no fire!

So, you're saying "nothing to see here, move along..."? Even if it's not counterfeit, aren't you the least bit curious of what it was (and what the terrorists were doing with it)? Also, if I remember right, this report was all about civilian suffering - doesn't this stack - no matter what they were for - bolster the case that terrorists were there? Why would a civilian in Beruit have a HUGE copy of overlapped American dollars? Why isn't anyone curious - especially MSNBC?

Probably misprints and/or test sheets which is why they were left. Clearly, they didn't get those sheets from the US Mint. Why would they be copying/printing American $100 bills if not for some nefarious purpose?

That also happens with test feeds of a high speed press operation, where alignment is critical. One could waste 200-300 sheets getting the alignment "just perfect, before a production press run...
Each one shows exactly where the next sheet would "stage" to feed into the press.
