I have no idea what banks do, besides scheme up new "fees"!

It looks to be a laundering operation. Banks do not collate bills like this, do they?

Banks keep track of what bills they receive in order to prevent fraud (which will be caught and which will, when caught, leave them liable). This isn't fraud.
