Probably misprints and/or test sheets which is why they were left. Clearly, they didn't get those sheets from the US Mint. Why would they be copying/printing American $100 bills if not for some nefarious purpose?

Agree completely. Even circumstantially, with heavy benefit of the doubt, why would you find such a thing in such a place?
