not yet IMO. This could very well turn into WWIII but only if Israel attacks Syria or vice versa(whoever starts first) than all bets are off. For now I think things are not stable but not yet full World War yet.

The word "stable" does not necessarily mean good. If Hitler had won WW2, he would have achieved world stability -- not the kind we have in mind, however.

The North Korean missile firing in the past few weeks looked pretty much like a standard "first article test".
