Haifa is to Tel Aviv as _____________ is to Washington D.C.?

Geographically or politically? Geographically, I'd probably answer "Baltimore". But someone with a better knowledge of the area may have a better answer. And I don't know much about Haifa as a city, except that it has a pretty big port.

Israel is tiny. People here don't understand the short distances involved in these things. I'm thinking Arlington, VA.

It's the third-largest city in Israel, I believe...it's pretty important as a tourist/resort area, and it is the headquarters of the Baha'i faith.

Haifa is about 60 miles from Tel Aviv and about 35 miles from Jerusalem.

It's about 300,000 people. I would say it's the number three city in Israel behind Tel Aviv and Jerusalem. It's the equivalent of a missile hitting Houston or Chicago.
