The decision to treat the Gitmo prisoners as POWs could be seen as spiraling up or conversion of this worldwide guerilla war to a regular war. No longer are they independent terrorists but have fallen under the definition of institutional state activity with ordinary, i. e., civilian (which war is) state remedies.

Congress had better fix this. Fighting terrorism bound by the Marquess of Queensbury rules ain't gonna cut it.

I don't know the percentage of Muslims in India, but I think there are enough so that it would be hard to get rid of them. In addition, they are native-born citizens, so I'm not sure what India could do about it. Unless they outlaw Islam, which is something I think many countries are going to have to do at some point in the not too distant future.
