President Bush will likely cast the first veto of his presidency if the Senate, as expected, passes legislation to expand federal funding of embryonic stem-cell research, White House aide Karl Rove said today.
"The president is emphatic about this," Rove said in a meeting with the editorial board of The Denver Post.
The U.S. House of Representatives has already passed the legislation, co-sponsored by Rep. Diana DeGette, D-Denver, and Rep. Mike Castle, R-Del. If the Senate approves the bill this month it would go to the president's desk.

Studies show that your stem cells hold the most promise of all. Care to queue up? Is the fear of one's personal demise an "emotion"?
Curious how you pro-death advocates ignore the obvious.
Why don't you stop being so emotional and learn the facts, LUNATIC?
"More pointless summer positioning..."
You hit the nail on the head.
I am just saying the reality of the facts are that Bush isn't prohibiting private research--he's saying no to wholesale government funding the same.
I have no problem with that, given he has said "yes" to limited funding and the "stem cell" research on ASC is a viable alternative.
Wow. The President will actually veto a spending bill? It's a start I guess, and helps keep the single-issue conservatives on board.
This is completely consistent with his position on embryonic research and his pro-life values.
You people really need to get informed. Your cynicism at the expense of truth is embarrassing.
The Abortionists and death lovers have pushed embryonic stem cell funding, under the guise of performing all sorts of miracle cures.
This flies in the face of the scientific facts, which has shown that adult stem cells show great promise but that, so far at least, embryonic stem cells are completely useless.
But even if they could cure people, there is something fundamentally sickening about killing one human being to "help" another. This violates fundamental moral teachings of any religion worthy of the name: Christianity, Judaism, and even Islam. It also violates the right to life, liberty, and the pursuit of happiness enshrined in our constitution.
Regretably, the government does not forbid such research, they only forbid funding it with taxpayer dollars. If there were anything of value in this research, the research companies could fund it themselves. They just want a free feed at the taxpayer trough and, most of all, another excuse for aborting babies.
Those fiscal or libertarian conservatives who don't care about the right to life should understand that their own causes have no chance at all if they don't work with the social and religious conservatives on these basic issues.
Evidently Rove now understands the importance of doing this.
And limiting federal funding based on a moral argument is a good approach. Limiting it making a claim that adult stem cells have provided treatments while embryonic have not, and ignoring that ASC research had a 30 year head start on embryonic is not a good approach. Arguing that ASC research will provide all the same "benefits" of ESC research is not a good approach, as no one knows the possible results of ESC research at this early stage. Arguing that ESC research is futile and using lack of private funding I think is the worst argument, considering that private funding hardly will ever be provided for something without short-to-medium range return.
However, arguing this purely on moral grounds is the best argument.
" If there were anything of value in this research, the research companies could fund it themselves"
Exactly how many companies do you know of which are willing to do research which may lead to a product in 30 to 40 years? A 10 to 20 year timeframe for the investment to pay back is about the most any company will ever consider. 30 to 40? Get real.
This is a moral argument and a moral argument only. Arguing that there is no promise in ESC research based on lack of private funding is ludicrous. How many private companies provided funding for adult stem cell research in the 1960s?
I support spending cuts, tax cuts, tort reform, immigration enforcement, private property rights, and so on. As far as I know, so do most of the other pro-lifers in the forum.
The libertarians, on the other hand, seem to go bananas whenever the issues of abortion or euthanasia crop up.
You can't enjoy your rights to liberty and the pursuit of happiness if somebody kills you.
May God bless our President.
THANK you for that, Cicero.
Without the right to life there ARE no other rights.
How anyone claiming to be a conservative doesn't care about murdering the unborn is beyond comprehension.
And contrary to your spurious claim, Black, the concern for honoring life doesn't preclude other conservative goals.
Your accusation that it does is beyond absurd.
That's what I said. I think it is worth raising the point that adult stem cells have been proven to have medical uses, and fetal stem cells have not, even though the latter have been more heavily funded and every left-winger in academia is eager to push it.
But as I said, even if there were some medical value to fetal stem cell research, it should be banned as immoral. Human beings are not utilitarian objects to be killed, used up, and thrown away. This fetal stem cell business always makes me think of the Nazis who wanted to make lampshades out of the skins of Jews killed in the death camps. Possibly they would have made very good lampshades, durable and useful, but that's really not the point, is it? The very idea should make people want to throw up.
Pro-death?? No, I am pro-life. I want lives to be saved. Stem cells from embryos that were never babies can do that.
Flaunting silly pictures of human babies... who is being emotional here?
An embryo is not human life that warrants protection. I know how some of you far-right people think it is, but is no more "life" than a swab of cells from the inside of your cheek.
Only because there has been 40 years of research (GOVERNMENT FUNDED RESEARCH) of adult stem cells. Embryonic stem cell research is still in its very early stages.
That baby was a frozen embryo who........if you had your way.........would have been sacrificed to the god of useless research.
Get a grip, LUNATIC. LIFE matters.
That's God's law. And the penalty for thumbing your nose at it is severe.
I would suggest you put some thought into that.
Isn't it obvious? The religious right are not interested in that stuff... they are only interested in establishing their radical theocracy on the rest of us in the name of a "Christian Nation". They are not true conservatives. They are socialists of a much more frightening nature.
