The PRD assures that, through "source code," the counting was impeded by one or two points per casilla1 to the disadvantage of López Obrador, or that sum was added to Felipe Calderón; a technical opinion will be requested of the INACIPE2.

The Party of the Democratic Revolution (PRD) in the Federal District denounced the count of the elections of July 2, claiming there was cybernetic manipulation, a reason why they will ask the Electoral Tribunal of the Judicial Power of the Federation (TEPJF) to investigate the crime.

In combination with the PRD, Martí Batres, its leader in the Federal District, sent a petition to the National Institute of Penal Sciences (INACIPE), to solicit a technical opinion from specialists in operating systems and computer science, about cybernetic crime.

In a press conference, the PRD leader enumerated some of the reasons they consider that there was manipulation, which was carried out, he affirmed, through "source code" that prevented the accounting of one or two points for Andrés Manuel Lopez Obrador per casilla, or alternatively, that sum was added to Felipe Calderón Hinojosa.

One of the examples he gave was the one which the PRD has already described as the "New Code Alliance," when asserting that in innumerable voting reports where López Obrador obtained more than 200 votes, there is no accounting for his apparent coattails3.

Another of the irregularities, he said, is that in separate basic casillas that were contiguous, one after another, that the same number appears in the three reports [one for each casilla].

He assured [the press conference] that there are too many coincidences such as thinking that people organize themselves in such a mathematical manner to vote.

Batres Guadarrama4 showed a video of a penal judgement against an Ohio legislator in the United States, in which it declares that a program with "elaborated source code" had the power to manipulate vote counts in the year 2000 in Florida.5

With that video, the PRD leader said that one can demonstrate that it is possible to undertake this kind of cybernetic manipulation.

For that reason, Batres trusts that the TEPJF will allow the opening of the electoral packages [casillas] and that they count vote by vote to demonstrate that López Obrador won the presidential election.

1Casilla refers to the sealed and crated ballots from each polling place.

2INACIPE is the acronym for the Instituto Nacional de Ciencias Penales (National Institute of Penal Sciences), an agency of the Mexican government's justice system.

3I presume a typographical error in the original document in which the actual word typed there is "panal" which means "honeycomb." I assume that "panal" was an error in typing "pañal" which means "coattails," a perfectly appropriate word to use in the case Batres makes.

4His full name is Marti Batres Guadarrama.

5I believe the video described in the article actually refers to what was alleged to have taken place in Florida in 2004 . . . lol! . . . not in 2000. Maybe someone can clarify this for us.

In a more serious vein, I can just see López Obrador in front of that demonstration tomorrow holding up pieces of paper claiming that they show that the election was rigged by evil computer geeks and shouting "¡Tenemos la prueba!" (we have the proof) and the crowd will eat it up, and worse, they will believe it.

There's nothing like a good conspiracy theory to spin everything out of control.

I suspect that those pundits who have been congratulating Mexico on the orderly passing of this election may have been just a bit premature.
