MEXICO: THE OFFICIAL PARTY REJECTS A RECOUNT OF ALL ELECTION VOTES

El partido oficialista Acción Nacional está dispuesto a que se vuelvan a contar los votos de las casillas electorales donde hay dudas o errores, pero se opone a recontar los 42 millones de sufragios por contravenir la ley, declaró este miércoles su vocero, César Nava. "Nosotros estamos dispuestos a que se abran los paquetes en aquellos casos en los que se acredite la excepción prevista en la ley, que es básicamente que no coincide el resultado en el acta (de un partido), con el acta que tiene en su poder el consejo distrital", dijo el vocero a W Radio.

"No podemos reconocer un proceso que presenta graves líneas fraudulentas, viciado de origen, por el grupo en el poder, que bajo ninguna condición pretende dejar la dirección del gobierno", advirtió Cota. Según el PRD, cuyo abanderado presidencial (junto a otros dos partidos) es Andrés Manuel López Obrador, en torno a un tercio de las casillas electorales (130.500 en total) presentaban "inconsistencias".

En algunos casos los representantes de la izquierda "tuvieron la desfachatez de presentarse con actas alteradas, como en Tijuana (noroeste)", aseguró el vocero del PAN, sin dar más detalles.

The official count of the ballots began this Wednesday, and it (Instituto Federal Electoral – IFE) is the one that should give the definitive result of who is the winner of the process, according to the IFE. In this count the political representatives are comparing their ballot records with those that the voting officials have. In some cases, the leftist representatives “had the audacity to present altered ballots, as they did in Tijuana (northeast)”, assured the PAN spokesman, with giving more details.

It sounds like some Obrador-leaning areas of Mexico City might not come in until tomorrow morning, though, if FReepers are reading Spanish correctly.

From this number (With 89.36% of the precincts reporting, Calderon trailed by 1.28%.), till now, PAN would lose by .37%. But the pace picked up in the last 2% counted to reverse that.

The PAN pickups seem to be accelerating again. 94.44% is in; the difference is down to .67%.

Since your last numbers, PAN is running well enough to close the gap to win by about .25%, with the pace picking up quite smarting now. Using straight line projections for this one, is silly, but passes the time.

When Mexico's polls closed Sunday, citizens chosen at random to staff 130,488 polling places opened the ballot boxes and counted the votes, then sealed them into packages with their tallies attached and reported unofficial totals to the Federal Electoral Institute. The institute then posted preliminary results on its Web site from about 41 million ballots cast.

The sealed packages were delivered to 300 district headquarters, where elections workers used the tallies Wednesday to add up the formal, legal vote totals. The count cannot stop until finished; in the last presidential election, it took almost three days.

By law, individual ballots can be re-counted only when the packages appear tampered with or their tallies are missing, illegible or inconsistent — such as when votes tallied outnumber ballots distributed at a particular polling place.

Once the institute finishes the count and formally announces results, the seven-judge Federal Electoral Tribunal hears any complaints and can overturn the election. It must certify a winner by Sept. 6, and its decision is final.

With some 99.2 percent of the vote tallies counted after Sunday's election, Calderon of the National Action Party had 35.77 percent compared to 35.42 percent for Lopez Obrador of Democratic Revolution. About 150,000 votes out of more than 41 million cast separated the two.

I've heard several Mexicans quoted as saying they don't think he can sustain it.
