His feeble attempt at an experiment also did not take into account the firestorm effect that occurred in the real life building.
The fire was big enough and hot enough to suck in enough O-2 that it became a blast furnace. Temperatures where a lot hotter at WTC than this dork could create in his toy experiment.
Now, replace the kerosene with acetylene, and you might have something going.
As for temper vs untempered, the matter of the blast furnace effect is important because that's how temperatures adequate to "de-temper" steel developed.
Of course, it helped a great deal that the builders of WTC had to stop using asbestos liners 1/2 the way up the towers because that would have provided enough insulation to prevent the de-tempering.

A syllogism:
Many buildings have steel structural supports.
Steel chicken wire did not melt when I poured kerosene on it and lit it on fire.
Therefore: 9-11 was the result of a vast government conspiracy organized by a president who is alleged to be too stoopid to have two Ivy League degrees and fly a jet fighter plane.
