I am pretty sure it was Murtha. He persuaded one of his collegues to support him who later said that if he'd known the truth, he would have gone against him. Pretty ugly.

According to both CNS News and Chronwatch it was Murtha:

Murtha's Path to Dem Leadership Role: GOP and Hoyer

Republican Challenger Blasts Rep. Murtha Comments

USATODAY.com spun it as him being cleared in their coverage of him for the 2004 elections.

While The American Spectator has him an unidicted co-conspirator.
