N. Korean leadership ordered its citizen to raise their flag and listen to their (government) communique from TV in the evening, according to Sankei Shimbun (of Japan), quoting Japanese government sources.
The paper said it is paying attention this development because it could be related to the launch of Taepodong-2.

You are right. And, if they got worked up the last time then this time the Japanese could really lose it on them.
USS Lake Erie, the SM3 test ship, is supposedly somewhere near Hawaii (though I wouldn't be surprised to hear that it's been repositioned).
As of 15 Feb, USS Shiloh was supposed to take up station off Japan "later this year", and she was supposed to have been rearmed with SM3's. According to the Navy, she's supposed to be deployed there in August 2006 - which explains why Kim Jong Il decided to go *now* before the SM3 arrives to ruin his day.
We currently have USS Vandegrift (FFG 48) and USS Chancellorsville (CG 62) in the area, with the capability to datalink to our ground based interceptors at Vandenber (CA) and Fort Greely, AL. We have at least ten ground based interceptors deployed and ready to go. However, mass production is ramping up and we're going to have even more soon.
(None of this is classified, it's all from public web sites and media outlets, and I'm sure Kim Jong Il knows all about this, or he wouldn't try this now.)

It's 2 pm in N. Korea 3.5 hrs from now.

Do you doubt one or more are already deployed there, just waiting for any kind of credible provocation? The only thing preventing us from "disappearing" NK is world opinion. Kim Jong Mentally-Il had better be damned careful where he points his dong. He could be peeing into a very ill wind.

Seoul: North Korea loaded booster rockets onto a launch pad, preparing to test as early as Sunday a missile that might be able to reach the US mainland, media reported.
The reports follow US government warnings that the communist North is accelerating preparations to test a Taepodong-2 missile.
A US government official, speaking on condition of anonymity, said on Friday that a test may be imminent. South Korea's Chosun Ilbo newspaper said intelligence authorities of Seoul and Washington had made the assessment, based on satellite images, that the North had loaded booster rockets onto a launch pad and moved 10 large tanks of liquid fuel close by.
The Taepodong-2 is a three-stage missile, but the warhead section hadnt been loaded yet, the paper said, quoting an unidentified high-level South Korean government official. South Korean Foreign Ministry spokesman Choo Kyu-ho couldn't confirm the report.
Japans Foreign Minister and the US ambassador to Japan on Saturday called North Koreas possible missile test a provocative action, and Tokyo urged Pyongyang through diplomatic channels not to proceed with the launch, news reports said.
Japans Foreign Minister Taro Aso and US Ambassador to Japan Thomas Schieffer met on Saturday evening.
Japans concern can be traced back to 1998, when North Korea test-fired a Taepodong-1 ballistic missile over northern Japan, claiming it was a satellite launch. There were reports that Japan had dispatched two Aegis destroyers to the Sea of Japan and Pacific Ocean.
Sure would be a shame, if it blew up on the pad.
