The Department of Homeland Security allowed a man to enter its headquarters last week using a fake Matricula Consular card as identification, despite federal rules that say the Mexican-issued card is not valid ID at government buildings. Bruce DeCell, a retired New York City police officer, used his phony card -- which lists his place of birth as "Tijuana, B.C." and his address as "123 Fraud Blvd." on an incorrectly spelled "Staton Island, N.Y." -- to enter the building Wednesday for a meeting with DHS officials. Mr. DeCell said he has had the card for four years and has used it again and again to board airliners and enter government buildings, without being turned down once. But he said he was surprised that DHS, the agency in charge of determining secure IDs, accepted it. "Obviously, it's not working," Mr. DeCell said.

Information on a
Matricula Consular
The matricula consular is an identification card issued by the government of Mexico. An estimated million Mexicans living in the United States now carry the card, a great number of those being Mexican nationals illegally residing in the United States. Some Mexican officials view acceptance of the matricula consular as a stealth amnesty because it extends benefits to
illegal migrants living in the United States that would otherwise only be available to legal immigrants and citizens.
Mexicans in this country legally have either green cards, state driver's licenses, or passports/visas. They have no need of the matricula consular.
The governments of Mexico, El Salvador, Guatemala, and Honduras have increased their efforts to provide identification cards to their nationals living illegally in the United States. At the same time, Mexican Consular offices have undertaken a massive lobbying effort to persuade local authorities in the United States to accept this documentation for identification purposes. Some institutions in the United States have begun accepting these cards as a legal form of
identification. Allowing foreign nationals living in the United States illegally to use these ID cards as a legal form of ID compromises national security and makes it easier for illegal migrants to live and work in the U.S.

Homeland Security is a joke. It's no wonder Tom "Pucker" Ridge was chosen to fill the slot. All he had to do was kiss up and look like something was being done. Thank God stoplights gave him a epiphany and he wasn't colorblind. If the traffic light hadn't caught him and fostered his brilliance in a color coded terror alert system, the DHS would've been uncovered as a doolittle department much earlier.
