That's right, but I like to think of it this way. (Well, like isn't exactly the best word, because I really don't like to think of him at all.):

No intelligent person cares, Senator. You did not deserve one day in the Senate, let alone 40-plus years. For God's sake, go.

I don't like Ted, but I can tell you a true story about him that might explain why he is liked so much in Massachusetts.
An acquaintance of mine wanted some help from his senators (Kennedy and Kerry), governor, and representatives. He wrote letters to all of them requesting help. According to him, they all blew him off EXCEPT Kennedy. Kennedy's staff is apparently very efficient. They sent a reply almost immediately (saying Teddy had taken a personal interest in the matter) and also fired off letters (which they sent copies to him of) to the affected agencies. The matter was resolved in my friend's favor in spite of opposition from some agencies. My friend now says he'd vote for Kennedy for that reason alone. This is coming from a pretty conservative guy who despises Kerry as completely worthless joke of a senator.
This was a complete surprise to me, of course, but I think it's important to realize Ted Kennedy is not an idiot. He knows how to use the politics to keep his office, and he knows where his votes come from. Whether we like him or not, never underestimate his skill at keeping his constituents, for the most part, happy.
