Threat Matrix: Daily Terror Threat - June 2006

Posted on 06/01/2006 7:04:43 PM PDT by nwctwx

:::FreeRepublic's Threat Matrix:::
Al-Qaeda's Long March to War
(Full Story)

In recent weeks, media reports from both Iraq and Afghanistan have suggested the appearance of a slow evolution of the Islamist insurgents' tactics in the direction of the battlefield deployment of larger mujahideen units that attack "harder" facilities.

These attacks are not replacing small-unit attacks, ambushes, kidnappings, assassinations and suicide bombings in either country, but rather seem to be initial and tentative forays toward another stage of fighting.

"Islamists will set off dirty bomb, spy bosses believe"
The Sunday Telegraph ^ | 06/25/2006 | Sean Rayment/

Posted on 06/24/2006 7:15:11 PM PDT by managusta

ARTICLE SNIPPET: "Spy chiefs fear that it is a case of "when, not if" Islamist terrorists launch a "dirty bomb" attack against London or another western capital, The Sunday Telegraph has learnt.

Security sources have disclosed that the belief amongst most intelligence agencies is that a chemical, biological, radiological or nuclear (CBRN) attack, using a so-called dirty bomb, is now inevitable.

The warning comes three weeks after 250 police officers stormed the home of two Muslim brothers in Forest Gate, east London, in the mistaken belief that they were attempting to develop a chemical bomb. It follows growing concern among members of Britain's intelligence and security hierarchy that if a CBRN attack took place in the City of London it would devastate Britain's economy and severely damage the economies of Europe and America.

It has also emerged that the police were warned about the activities in West Yorkshire of the July 7 bombers, almost two years before last year's suicide attacks.

Whitehall officials say that the attacks on September 11, 2001, "freed the mind" of intelligence agencies analysing the capabilities of Islamist terrorists, and it would be "reckless" to underestimate the "capability and intent" of terrorist groups such as al-Qaeda.

Dame Eliza Manningham-Buller, the director general of MI5, said in 2003 that al-Qaeda already had the technical capability to make an "unconventional weapon", a description widely seen as referring to a dirty bomb or a CBRN attack.

The threat is also underlined by claims made by Osama bin Laden, who has referred to the existence of such devices on several occasions. In November 2001, he said that "if America used chemical or nuclear weapons against us, then we may retort with chemical and nuclear weapons. We have the weapons as a deterrent".

In a June 2002 article, Sulaiman Abu Gaith, an al-Qaeda spokesman, said "it is our right to fight [the Americans] with chemical and biological weapons".

In April 2005, Kamel Bourgass, an Algerian with known links to al-Qaeda, was convicted of plotting to manufacture and spread poisons in Britain.

This newspaper has learnt that the claim by John Reid, the Home Secretary, that there are currently 20 active terrorist conspiracies under way in Britain, is now regarded as a "modest" assessment, and that the actual number, according to Whitehall sources, is significantly more.

It is also understood that the number of terrorist suspects believed to be operating in Britain is now in excess of 1,200, almost 400 more than the figure in the intelligence and security committee report into the July 7 attacks, which was published last month.

Security sources admit that they do not yet know the full scale of the Islamist terrorism problem which is facing Britain."

Posted on 06/25/2006 1:34:36 AM PDT by ConservativeMan55

Per Foxnews Alert!

Palestinians Terrorists used a tunnel to get into "Israel Proper" and then fired on Israeli soldiers killing two of them.

Now there is an operation ongoing. And Israeli helicopters have been called in. One Palestinian terrorist group claims to have "taken" an Israeli soldier back to Gaza with them.

I have a friend visiting over there! I pray she stays safe!

"Olmert: PA responsible for attack"
By JPOST.COM STAFF

ARTICLE SNIPPET: "Prime Minister Ehud Olmert said Sunday he holds the Palestinian Authority and the Hamas-ruled government responsible for an attack on a military outpost near the Gaza Strip earlier in the day.

"We in Israel view the Palestinian Authority, headed by Chairman [Mahmoud] Abbas and the Palestinian government, responsible for this incident, with all that implies," Olmert said at the start of the weekly cabinet meeting.

Earlier, IDF Chief of General Staff Lt.-Gen. Dan Halutz met with senior IDF officers to discuss how best to respond to the morning's attack on IDF troops stationed near the Gaza border, in which six soldiers were wounded.

Operatives from three different Palestinian groups, all apparently working under the auspices of the Popular Resistance Committees, breached the border at approximately 6:00 a.m. via a tunnel and fired an anti-tank missile at an IDF outpost, which sparked an intense exchange of fire."

Zilla would you take a look at this and tell me if you think the earth is moving to mess up this many tracks in a week or do we have something else. Thanks much DC

This much derailment activity in a condensed period could mark trouble. However, there is too much unstated from the articles to make a definitive statement if there is a common cause for all of them. In regards to earth deformation, I think it is unlikely. Perhaps a better cause could be the switch to summer time temperatures. The rail becomes very hot and expands (lengthens) which can force it to wrinkle for lack of a better word, causing the track to widen enough to be out of gauge. Heat expansion could cause other issues possibly with switch areas. Other reasons are possible, one of the reports mentioned possible vandalism - not suprising with school out.

If there is long term data on howmany derailments occur daily to compare this too, it would provide a better standard to see if there was something out of the ordinary. But lacking that, I'm not concerned and suspect that this was coincidence.

400 quarantined at Adelaide airport
Herald Sun ^ | 25th June 2006 | Shelley Markham

UP to 400 people were quarantined and 80 given decontamination showers today after a scare at Adelaide airport when coloured powder was found on luggage arriving on a flight from Singapore.

MFS spokesman Richard Gray said the substance, "off-white" in colour, was found on a passenger's luggage after arriving on a Singapore Airlines flight at 7.30am (CST).

As the baggage was picked up from a carousel, he said, the powder "contaminated a number of people".

Passengers and crew from the Singapore Airlines flight along with those from other incoming flights were held in the international arrivals area as a precaution.

Worldwide Caution

June 06, 2006

This Public Announcement updates information on the continuing threat of terrorist actions and violence against Americans and interests overseas. This supersedes the Worldwide Caution dated December 12, 2005 and expires on December 6, 2006.

The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations and other violent actions against U.S. citizens and interests overseas. Americans are reminded that demonstrations and rioting can occur with little or no warning. The publication in the international press of caricatures of the Prophet Mohammed, for example, led to widespread demonstrations and riots in several countries.

The March 2006 bombing near the U.S. Consulate in Karachi, Pakistan, illustrates the continuing desire of al-Qa’ida to strike official American targets. Current information suggests that al-Qa’ida and affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa and the Middle East. These attacks may employ a wide variety of tactics to include assassinations, kidnappings, hijackings and bombings.

Extremists may elect to use conventional or non-conventional weapons, and target private interests or “soft targets” with a reduced security posture. Examples of such targets include high-profile sporting events, residential areas, business offices, clubs, restaurants, hotels, places of worship, schools, public areas and locales where Americans gather in large numbers, including during holidays. Financial or economic targets of value may also be considered as possible venues; the failed attack on the Abqaiq oil processing facility in Saudi Arabia in late February 2006 is one such example.

In the wake of the July 2005 London bombings and the March 2004 train attacks in Madrid, Americans are reminded of the potential for terrorists to attack public transportation systems. In addition, extremists may also select aviation and maritime services as possible targets.

U.S. citizens are strongly encouraged to maintain a high level of vigilance, be aware of local events, and take the appropriate steps to bolster their personal security. For additional information, please refer to “A Safe Trip Abroad” found at http://travel.state.gov.

U.S. Government facilities worldwide remain at a heightened state of alert. These facilities may temporarily close or periodically suspend public services to assess their security posture. In those instances, U.S. embassies and consulates will make every effort to provide emergency services to U.S. citizens. Americans abroad are urged to monitor the local news and maintain contact with the nearest U.S. embassy or consulate.

As the Department continues to develop information on any potential security threats to U.S. citizens overseas, it shares credible threat information through its Consular Information Program documents, available on the Internet at http://travel.state.gov. In addition to information on the Internet, travelers may obtain up-to-date information on security conditions by calling 1-888-407-4747 toll-free in the U.S. or outside the U.S. and Canada on a regular toll line at 1-202-501-4444.

"al-Qaida-Linked Group Claims 4 Killings"
Jun 25th - 9:39am
By NADIA ABOU EL-MAGD Associated Press Writer

ARTICLE SNIPPET: "CAIRO, Egypt (AP) - An al-Qaida-linked group posted a Web video Sunday showing the killings of three Russian embassy workers abducted earlier this month in Iraq. A fourth also was said to have been killed.
An accompanying statement by the Mujahedeen Shura Council, an umbrella organization linking seven insurgent groups including al-Qaida in Iraq, said all four Russians were killed.

The video, posted on an Islamic Web site the frequently airs militant messages, showed the beheading of two blindfolded men and the shooting of a third. The footage was stamped with the logo of al-Qaida.

"God's verdict has been carried out on the Russian diplomats ... in revenge for the torture, killing and expulsion of our brothers and sisters by the infidel Russian government," the statement said.""

PUBLIC ANNOUNCEMENT

U.S. DEPARTMENT OF STATE
Office of the Spokesman
This information is current as of today, Sun Jun 25 2006 08:55:53 GMT-0700.

Middle East and North Africa

June 14, 2006

This Public Announcement is being updated to alert Americans to ongoing security concerns in the region in light of recent events, including the death of Abu Musab al-Zarqawi, the deaths of three detainees at the U.S. naval base in Guantanamo, and the clashes between Palestinians and Israelis in Gaza, the West Bank and Israel. U.S. citizens are reminded to maintain a high level of vigilance and to take appropriate steps to increase their security awareness. This Public Announcement supersedes the Public Announcement issued on December 15, 2005 and expires on December 14, 2006.

Credible information has indicated terrorist groups seek to continue attacks against U.S. interests in the Middle East and North Africa. Terrorist actions may include bombings, hijackings, hostage taking, kidnappings and assassinations. While conventional weapons such as explosive devices are a more immediate threat in many areas, use of non-conventional weapons, including chemical or biological agents must be considered a possible threat. Terrorists do not distinguish between official and civilian targets. Increased security at official U.S. facilities has led terrorists and their sympathizers to seek softer targets such as public transportation, residential areas, and public areas where people congregate including restaurants, hotels, clubs, and shopping areas. The November 2005 bombings against three Western hotel chains in Jordan and the April 2006 bombing in the resort town of Dahab, Egypt underscore the intent of terrorist entities to target facilities perceived to cater to Westerners. Potential targets are not limited to those companies or establishments with overt U.S. ties. For instance, terrorists may target movie theaters, liquor stores, bars, casinos or any similar type establishment, regardless of whether they are owned and operated by host country nationals. Due to varying degrees of security at all such locations, Americans should be particularly vigilant when visiting these establishments.

The death of Abu Musab al-Zarqawi, the deaths of three detainees at the U.S. naval base in Guantanamo, and the clashes between Palestinians and Israelis have the potential to produce demonstrations and unrest throughout the region. In addition, the Department of State continues to warn of the possibility for violent actions against U.S. citizens and interests in the region. Uncertainty associated with the change in the Palestinian Authority government in the West Bank and Gaza may lead to increased levels of instability in the region. Anti-American violence could include possible terrorist actions against aviation, ground transportation and maritime interests, specifically in the Middle East, including the Red Sea, Persian Gulf, the Arabian Peninsula and North Africa.

The Department is concerned that extremists may be planning to carry out attacks against Westerners and oil workers on the Arabian Peninsula. Armed attacks targeting foreign nationals in Saudi Arabia that resulted in many deaths and injuries, including U.S. citizens, appear to have been preceded by extensive surveillance. Tourist destinations in Egypt that are frequented by Westerners recently have been attacked resulting in many deaths and injuries, including Americans. Extremists may be surveilling Westerners, particularly at hotels, housing areas and rental car facilities. Potential targets may include U.S. contractors, particularly those related to military interests.

Americans considering seaborne travel near the Horn of Africa or in the southern Red Sea should exercise extreme caution, as there have been several incidents of armed attacks and robberies at sea by pirates in the last year. Military action by U.S. and allied navies in several subsequent incidents resulted in the capture or death of pirates threatening international commerce. No U.S. citizens have been hurt in these attacks. When transiting around the Horn of Africa or in the Red Sea near Yemen, it is strongly recommended that vessels travel in convoys, and maintain good communications contact at all times. For more information on piracy off the Horn of Africa, please see the East Africa Public Announcement at http://travel.state.gov/travel/cis_pa_tw/pa/pa_1158.html.

On occasion, the travel of official personnel at embassies and consulates around the world is restricted because of security concerns, and these posts may recommend that private U.S. citizens avoid the same areas if at all possible. Services to U.S. citizens in countries abroad may be affected if employees' movements are restricted. If this happens, U.S. embassies and consulates will make every effort to provide emergency services to U.S. citizens. In case office hours are reduced, U.S. citizens in need of emergency assistance should telephone the nearest U.S. Embassy or Consulate before visiting in person.

In addition, U.S. citizens planning to travel to the Middle East or North Africa should consult the Department of State's country-specific Public Announcements, Travel Warnings, Consular Information Sheets, the Worldwide Caution Public Announcement and other information, available on the Consular Affairs Internet website at http://travel.state.gov. Up-to-date information on security conditions can also be obtained by calling 1-888-407-4747 in the U.S. and for callers outside the U.S. and Canada a regular toll line at 1-202-501-4444.

Plane Diverted to JFK After Altercation (NY/Puerto Rico - 6/25/06) 06.25.2006, 10:19 AM - A flight to Puerto Rico was diverted to John F. Kennedy Airport shortly after takeoff early Sunday because a fight broke out on board, officials said.

Three women were questioned and one was briefly detained, FBI spokeswoman Christine Monaco said. The FBI was still investigating and would decide later whether charges would be filed, Monaco said.

It appeared that one woman had started a fistfight with the other two, said Steve Coleman, a spokesman for the Port Authority of New York and New Jersey, which operates the area's airports.

The fight took place on JetBlue Flight 561, which had taken off from Newark Liberty International in New Jersey and landed at JFK about an hour later, said airline spokeswoman Jenny Dervin. The plane took off again from JFK about an hour later with the remaining 147 passengers and six crew members, she said.
