I dunno. Wouldn't it just be easier to have a vigorous program to deport them all,
a la Operation Wetback, rather than keep the employers involved as the illegal alien police? After all, the government has the power (and the responsibility), through Congress, to establish the uniform rule of naturalization, so shouldn't the government be the ones doing the heavy lifting?
Employers are already tax collectors (for the IRS and the state comptroller), affirmative-action police (EEOC), in addition to many other government-by-proxy roles. If government would just bust these people right and left, the unscrupulous employers would automatically be punished, as their employees would be getting deported right and left.
