ATLANTA - Former president Carter, a Democrat and frequent critic of President Bush, sees eye-to-eye with him on immigration.
Carter on Wednesday called the Republican president's commitment to immigration reform "quite admirable," saying he agrees with Bush's support of a system that would eventually grant citizenship to some illegals.
The Senate is set to vote as early as Thursday on a bill that calls for tougher border security as well as an eventual chance at citizenship for millions of men and women in the country illegally.
The law should secure the nation's borders while "at the same time treating those who are here with respect and giving them some hope for the future," Carter said.
The Senate plan, which closely mirrors Bush's own proposal, faces an uncertain fate in the House, where representatives have passed legislation that would expose all illegal immigrants to felony charges.
Carter spoke at the close of a three-day forum of international human rights workers at The Carter Center in Atlanta. Human rights activists from 22 countries attended the forum.

None of those regulations have anything to do with people presenting false documents, which is a felony in and of itself. California can enact all the regulations they like but if they conflict with Federal law they're null and void.
And yes I really think that if the jobs dry up millions will self deport. Once a few unscrupulous employers are shown doing the perp walk facing massive fines, most of the rest will pretty quickly get with the program.
I'll agree with the Open Borders crowd this far. Catching and deporting 15 million people probably isn't feasible. But raising the pain level on employing illegals is feasible.
Who is going to go into latino communities and bust people for hiring illegals?
We have people who go into those communities and bust people for selling drugs, robbing people, killing people, raping people, so why not go in after those breaking other laws? It's not like the illegal communities are self sufficient islands. Some are self-employed no doubt, but people hire them and it's not all illegals doing that hiring.
Are we going to have ICE walking into Juan's tortilleria and bust Juan?
If ICE has a reasonable suspicion that Juan is here illegally I certainly hope they do.

The latest thing I've noticed is that people that may or may not be illegals are buying condos and houses, and living with more than one family
We had a problem like this on my block. A two bedroom duplex was occupied on and off by up to 25 people. That's a violation of my towns zoning, health, and safety codes. So our Code Enforcement folks paid the house a visit. They determined that ordinances were being broken, red-tagged the home as unfit for occupancy, located the landlord, and fined the crap out of him for allowing it as well as for not having the home up to code.
All of a sudden our neighborhood got unattractive to that sort of thing. I'd recommend that you try the same thing in your area.
Here's something else your locality can try which seems to be helping in my area. We had a real problem with illegals driving without licenses in our town. So the Town Council passed an ordinance stating the vehicle would be seized and impounded until a $500.00 cash fine was paid, a valid DL and proof of insurance was displayed, and (I love this part) proper ID was presented verifying the ownership of the vehicle.
Here's where my local PD got sneaky. When the perp came in with the fine, proof of insurance, and ID; the ID was quietly verified as much as possible while the offender waited in the PDs waiting room. If the ID came back as fraudulent...voila...instant felony arrest for the cops. They must have popped about 50 people that way.
Now arrests for that sort of thing has dropped off sharply in my town largely due to a serious enforcement effort. If that sort of thing were to be done on a large scale across the country...well things could be made very uncomfortable for those who think they can break our laws with impunity.
Do I really think 12 to 15 million people will just pick up and leave all at once? No I don't. Do I think we can get a very significant number to do so if we ratchet up the pain level? You betcha I do. I think a 5 point program like the one I outlined above would be a damned fine start. If we can get 6 million of them to go home, great. Then we can concentrate on the ones who are more determined to flout our laws.
I know it's coming to a city near me. Heck man..it's already come to my town. We're trying very hard to do something about it.
But I'll tell you what I'm not going to do. I am not going to throw up may hands and walk away in defeat. And I most certainly am not going to stand idly by while the Senate and the President try to pass this hideous monstrosity of an 'amnesty' bill they've got cooked up. I'm going to work very hard to see that it dies a long, slow, public, and painful death in the House. Then I'm going to work very, very hard to defeat whoever voted in favor of it without regard to their Party affiliation.
I certainly hope that you would join me in doing those things.
But first off all, talk to your local pols; especially your town council. Believe me if you get 5 or 10 people showing up at a Village Board meeting demanding something be done, they'll do it. They'll be especially responsive if you live in a smaller town. Those clowns need every vote they can get.
I'll bet you dollars to donuts they'll love the idea of the vehicular fines. It's free money for them to waste. No politician can resist that.
I hope I've given you some things to think about and I wish you the best of luck in dealing with this problem in your area.

What's "pathetic" is that you sit down there in Texas as if you are some kind of political guru who has the ability to read people's minds; instinctively knowing those people's intentions.
If Carter is saying this only in the hope of 'driving a wedge' between the Right then surely you must have some proof of this other than your own opinion.
Tell me why it is so incredible to believe Carter actually means what he is saying here? Knowing Carter's record I'd say it to be a pretty safe bet that he does indeed agree with GWB's immigration policy. Not that that would cause me to reconsider any favorable opinion on the matter I might have.
Bush is in deep do do with his amnesty policy if Jimmie agrees with him !

Carter's a lot of things, but he's a straight shooter by his own lights. I don't think he's bright enough for that kind of doublethink.

Another nail in the coffin for the President's Amnesty Bill. When Carter is on your team, you know you are a loser.

Any illegal alien that uses a US Citizen's SSN fraudulently is a felon, period.
Would you as the owner of a company risk going to jail for five years just so that you could hire an illegal alien to a position where there is a legal employee available?

My self 'Self-deportion' plan.
I believe that if we had a program that harshly hits the employers who hire illegals we could accomplish the self removal in 50 months without too much ruckus. Pass a Bill that required the employers, one state at a time, to verify the SSI numbers of their employees. We must verify that these employees are paying taxes. Any problem and the employee has 30 days to bring in alternate proof that they were not attempting fraud.
Initially start in the state with the smallest population. Why? Because this will give you the smallest group of people to work with while you refine the computer programs to sift through the social security data base.
When the data bases are refined and connected in this one state so that they can be searched with one program, then move on to the next step.
Then go to the Northeast. state#1 Maine, state#2 New Hampshire, state#3 Vermont and state#4 Mass., should be the first four states in the numerical order. Then state#5 RI., state#6 NY., state#7 CT., and state#8 NJ., in the numerical order.
Do you understand what I am proposing and what the effect would be? The illegal employees would rapidly see what is coming. Knowing that they couldn't produce verifiable tax identification they would start selling their belongings and shipping the items that they wished to retain back to their home countries.
This is already happening in Georgia where their laws of verification won't be enforced until next June. Yes, the employers are being very selective about who they are hiring because they don't want to get caught in 2007 with an illegal employee.
The illegals from South America and Mexico would start moving West as their jobs disappeared on their own. As new jobs became impossible to attain they would see that Canada, Russia, China, Ecuador, Mexico or wherever their foreign homeland is should become their destination for employment.
Employers who couldn't find American workers could appeal to the proper Agency for a 24 month Guest Worker permit for specific named employees. This identification would be given to the employee at our border entry station as they apply for an Entry Card and permit this employee to work for just the one employer. Perhaps require the employer to send in verification that the employee is still needed and that he is will be working on site.
Once we have this system in place, then we could have the local police and ICE agents collect the rest of the illegals and deport them city by city across the United States. As each state comes up for it's 'clean up' I would favor a $10,000 fine for hiring a person in that state who isn't a US citizen or someone who doesn't have a Guest Worker identification card. That state should expel all students who aren't citizens, who aren't here on student visas or the children of authorized workers also.
We cannot afford to pay the costs of these people if they are refusing to learn to speak English and assimilate into our communities. Their costs are much higher than their contributions.

We got to this point by not engaging in rigorous law enforcement against illegal aliens and those who hire them. You don't reverse trends by doing nothing.
