As Speaker of the House he is defending Congress not the congressman. That should be apparent.

Nixon said the same thing when he refused to hand over the incrminating tapes.

This issue was already dealt with in the Supreme Court case of United States v. Nixon. There is no executive priviledge in a congressional investigation into criminal acts by the executive branch, nor is there any congressional priviledge in regard to a criminal investigation by the executive.

The FBI simply followed the laws created by Congress. So unless congress is above the laws, then Hastert is a fool. He just handed the "culture of corruption" football back to Pelosi and she will run with it.
