For example, you've adopted the false belief of atheism which you claim to have arrived at by the light of reason. You're free to hold this belief in a civil sense, but not in an absolute sense. "The fool in his heart says there is no God."

Certainly the Catholic religion may be held as the only religion of the State since it is the Church that Jesus established. This does not preclude tolerance of religious minorities, however. See present day England as an example of a nation with an established church that tolerates other religions.

In other words, "it is not always wise that persons coming to reside in Catholic countries shall enjoy the public exercise of their own peculiar worship." I do not believe in absolute tolerance of all religions, even in a civil sense. Mohammedanism comes to mind as an example of a religion the public worship of which should be suppressed in Catholic countries.
There are other consequences to religious indifferentism, which the pope addressed in the following error:
