Analysis: In an election for Texas Governor held today, 5/22/06, Republican incumbent Rick Perry defeats 3 challengers, according to a SurveyUSA election poll conducted for KEYE-TV Austin and WOAI-TV San Antonio. Perry leads Texas Comptroller Carole Keeton Strayhorn, who is running as an Independent, 41% to 20%. Democrat Chris Bell gets 18% and Independent "Kinky" Friedman gets 16%. 1% prefer some other candidate. 3% are undecided. Since an identical SurveyUSA poll on 4/26/06, Perry has gained 2 points, Strayhorn has lost 5 points, Bell has gained 3 points, and Friedman is unchanged. There are 5 1/2 months until the 11/7/06 election. Perry's 41% support closely matches his 40% approval rating. If one of the Independents, Strayhorn or Friedman, cannot maintain support through a long campaign, then Bell or the other Independent may pick up enough votes to approach Perry, but Perry must still be favored as long as he has more than one serious opponent. Asked of 605 Likely Voters Margin of Sampling Error for this question = ± 4.1%

And that is totally useless with property tax cap. Just window dressing nothing more.
It is the appraisal board taking the money more then anyone elae.

The appraisall board has very little to determin the price I can sell my house for. The market does that. They just determin my taxes.
Besides a much better fairer paln would be to do property evaluations like CA does. The taxable evaluation you pay is the price you purchased it for. It stays like that until you sell. That way you know what you are being charged.
Do you know how the appraisal district's appraisals work?
They use the sale of the last three like properties in your neighborhood. IOW, they use market prices to determine what the value of your home is.
The local taxing entities (county, school district, etc.) determine the taxes based on the value submitted by the appraisal district.
That works for California because California also has a state income tax. Texas doesn't.
Maybe you would prefer that Texas have a personal income tax. Most Texans don't.

Apparently you don't get around much.
That is the way they should work, but often don't. In 2004 the Ft. Bend Country appraisal board circulated a memo stating that referred to the taxing entities as there primary concerns. And called for the max effort to keep taxes up. That is one of the main reasons I like the California plan. There is no need for an appraisal board, you just have a clerk record the price.
Would they also like a 10% state personal income tax, as California has, as well?
Maybe we can try cutting spending instead of a bunch of new taxes. That seems to me what a conservative would do.
Send your recommendations to the governor.
He and the legislature cut nearly two billion out of the budget two years ago, including some CHPS funding that included therapy for handicapped kids.

Uh, no. I can list about 20 or more states that would take that title before Texas.
I have sent it to the governnor along with a letter asking not to be bother with any requests for support in the coming election. As things stand I will not vote for anyone for Governor. We have an 8 billion+ surplus that should be used along with cuts. Starting with cuts in school administrations.
Cuts in school administration should be directed to your local school board. Perry has no influence over budget considerations in your school district.
Texas doesn't always have a surplus of 8 billion, which is why the Texas Supreme Court would never accept a variable source like the surplus or the lottery as a permanent solution to school funding.
Mandate the 65% solution to fund schools. That dictates that 65% of all money spent in education be spent in the classroom. And then details what is meant by classroom. Example the football staduim is not a classroom.
