Donna Challice denies six charges
A 30-year-old mother of three has appeared before magistrates in Devon accused of failing to recycle household waste properly.

Donna Challice, of Wonford, Exeter, is being prosecuted for contaminating recyclable rubbish under the Environmental Protection Act.

She denies six charges brought by Exeter City Council in what is thought to be the first case of its kind.

The case was adjourned by Cullompton magistrates for two weeks.

She was was released on bail and will next appear at the same court on 5 June for a pre-trial review.

The offences of putting food waste into recycling bins are alleged to have taken place on 2 and 16 November 2005, 30 and 14 December 2005, and 8 and 22 February 2006.

She faces a possible fine of £1,000 and court costs if found guilty.

Under the Environmental Protection Act, local authorities have the power to specify how people separate their waste, which bin it should be placed in and which day it will be collected.

What a waste (no pun intended). I throw everything into the garbage. Consumer recycling is a huge waste of time and resources. That's why all those "green" products in stores are so expensive. If it were profitable, we wouldn't need government coercion to force people into it.

What's the point of washing? The stuff gets cleaned anyway during the recycling, and in any event, why would you want to spend money on helping the recycling company to make profit without sharing it with you?

It is on the economic costs of the British recycling program and demonstrates that recycling schemes are, almost without exception, a gross waste of time, money and effort.

if any of these politicos were serious about the issue, they'd go after the producers of all the unnecessary packaging - that would cut the waste problem in half all by itself

but they count on having enough waste to fill the removal contractors 'needs'.

Like most things that politicians have a hand on - the reality is the opposite of the stated

If it is the law, it should be enforced. Recycling is more important in Europe, where there is little land for landfills. I lived in Germany for four years and recycled. Separate containers for green glass, brown glass, white glass, paper/cardboard, plastic, metal cans and then trash.

What is a "TPS" report? It was in the movie Office Space as well.

I did a web search with the keyword string "definition TPS report" and this is one of the hits that I got:

"TPS Report" became a term to describe any mindless paperwork after its use in the comedy film Office Space, which followed three software engineers who were fed up with their jobs. The main character is reminded several times by several different people that he had forgotten to put the new cover sheet on his TPS Report, which is now standard practice according to a recent memo. The explanation that "We're putting new cover sheets on all of our TPS reports now before they go out" is usually followed by "Did you get the memo?"

TPS Reports were referenced in the TV show Lost and in a "" commercial. They were also shown as "TPS forms" on a calendar in the episode "Fur and Loathing," while depicting the date of "," a fictional furry fandom convention. A TPS report is a document used in software engineering, in particular by a Software Quality Assurance group or individual, that describes the testing procedures and the testing process.

The official definition and creation is provided by the IEEE as follows:

 
IEEE 829 - Test Procedure Specification
The Test Procedures are developed from both the Test Design and the Test Case Specification. The document describes how the tester will physically run the test, the physical set-up required, and the procedure steps that need to be followed. The standard defines ten procedure steps that may be applied when running a test.


Also stands for Test Program Set. This is the term used by the U.S. military and its industrial contractors for hardware and software automatic testing systems.

What's the use of having laws...if they are not enforced?

The Code of Federal Regulations now spans tens of thousands of pages, not to mention the tens of thousands of pages of state and local regulations.

When you have that many laws, most of them long since obsolete, the purpose of more laws can only be selective enforcement.

The only people they will be enforced against is the people they can be reasonably sure cannot afford to defend themselves.

If it was a simple screwup or two, making a case out of something like this would be silly. I suspect there is more to this story. If she is contaminating the recycleables with food waste, that means someone else down the line is having to deal with the problem...and everyone else is having to pay the added cost.

On the other hand, they should just put all of their garbage and recycling into one bin and ship it off to some third world country for processing. :)
