Robert Pastor, the Director of the Center for North American Studies at American University. This is the only one mentioned in the article that said anything about an "Amero" dollar. Is he even in the Bush Administration? No, he isn't. As a matter of fact, he is an advisor to the Democrats.

I just read this old article when I heard a radio program mention the 'Amero' and looked to see if someone had posted this story.
".....Pastor also proposed the creation of a Permanent Tribunal on Trade and Investment with the view that a permanent court would permit the accumulation of precedent and lay the groundwork for North American business law.
