President Bush is pursuing a globalist agenda to create a North American Union, effectively erasing our borders with both Mexico and Canada. This was the hidden agenda behind the Bush administration's true open borders policy.
Secretly, the Bush administration is pursuing a policy to expand NAFTA to include Canada, setting the stage for North American Union designed to encompass the U.S., Canada, and Mexico. What the Bush administration truly wants is the free, unimpeded movement of people across open borders with Mexico and Canada.
President Bush intends to abrogate U.S. sovereignty to the North American Union, a new economic and political entity which the President is quietly forming, much as the European Union has formed.
The blueprint President Bush is following was laid out in a 2005 report entitled "Building a North American Community" published by the left-of-center Council on Foreign Relations (CFR). The CFR report connects the dots between the Bush administration's actual policy on illegal immigration and the drive to create the North American Union:
At their meeting in Waco, Texas, at the end of March 2005, U.S. President George W. Bush, Mexican President Vicente Fox, and Canadian Prime Minister Paul Martin committed their governments to a path of cooperation and joint action. We welcome this important development and offer this report to add urgency and specific recommendations to strengthen their efforts.
What is the plan? Simple, erase the borders. The plan is contained in a "Security and Prosperity Partnership of North America" little noticed when President Bush and President Fox created it in March 2005:
In March 2005, the leaders of Canada, Mexico, and the United States adopted a Security and Prosperity Partnership of North America (SPP), establishing ministerial-level working groups to address key security and economic issues facing North America and setting a short deadline for reporting progress back to their governments. President Bush described the significance of the SPP as putting forward a common commitment "to markets and democracy, freedom and trade, and mutual prosperity and security." The policy framework articulated by the three leaders is a significant commitment that will benefit from broad discussion and advice. The Task Force is pleased to provide specific advice on how the partnership can be pursued and realized.
To that end, the Task Force proposes the creation by 2010 of a North American community to enhance security, prosperity, and opportunity. We propose a community based on the principle affirmed in the March 2005 Joint Statement of the three leaders that "our security and prosperity are mutually dependent and complementary." Its boundaries will be defined by a common external tariff and an outer security perimeter within which the movement of people, products, and capital will be legal, orderly and safe. Its goal will be to guarantee a free, secure, just, and prosperous North America.
The perspective of the CFR report allows us to see President Bush's speech to the nation as nothing more than public relations posturing and window dressing. No wonder President Vincente Fox called President Bush in a panic after the speech. How could the President go back on his word to Mexico by actually securing our border? Not to worry, President Bush reassured President Fox. The National Guard on the border were only temporary, meant to last only as long until the public forgets about the issue, as has always been the case in the past.
The North American Union plan, which Vincente Fox has every reason to presume President Bush is still following, calls for the only border to be around the North American Union -- not between any of these countries. Or, as the CFR report stated:
The three governments should commit themselves to the long-term goal of dramatically diminishing the need for the current intensity of the governments physical control of cross-border traffic, travel, and trade within North America. A long-term goal for a North American border action plan should be joint screening of travelers from third countries at their first point of entry into North America and the elimination of most controls over the temporary movement of these travelers within North America.
Discovering connections like this between the CFR recommendations and Bush administration policy gives credence to the argument that President Bush favors amnesty and open borders, as he originally said. Moreover, President Bush most likely continues to consider groups such as the Minuteman Project to be "vigilantes," as he has also said in response to a reporter's question during the March 2005 meeting with President Fox.
Why doesnt President Bush just tell the truth? His secret agenda is to dissolve the United States of America into the North American Union. The administration has no intent to secure the border, or to enforce rigorously existing immigration laws. Securing our border with Mexico is evidently one of the jobs President Bush just won't do. If a fence is going to be built on our border with Mexico, evidently the Minuteman Project is going to have to build the fence themselves. Will President Bush protect America's sovereignty, or is this too a job the Minuteman Project will have to do for him?

SEC. 1421. SHORT TITLE.
This subtitle may be cited as the `Set America Free Act of 2005' or the `SAFE Act'.
SEC. 1422. PURPOSE.
The purpose of this subtitle is to establish a United States commission to make recommendations for a coordinated and comprehensive North American energy policy that will achieve energy self-sufficiency by 2025 within the three contiguous North American nation area of Canada, Mexico, and the United States.
SEC. 1423. UNITED STATES COMMISSION ON NORTH AMERICAN ENERGY FREEDOM.
(a) Establishment- There is hereby established the United States Commission on North American Energy Freedom (in this subtitle referred to as the `Commission'). The Federal Advisory Committee Act (5 U.S.C. App.), except sections 3, 7, and 12, does not apply to the Commission.
(b) Membership-
(1) APPOINTMENT- The Commission shall be composed of 16 members appointed by the President from among individuals described in paragraph (2) who are knowledgeable on energy issues, including oil and gas exploration and production, crude oil refining, oil and gas pipelines, electricity production and transmission, coal, unconventional hydrocarbon resources, fuel cells, motor vehicle power systems, nuclear energy, renewable energy, biofuels, energy efficiency, and energy conservation. The membership of the Commission shall be balanced by area of expertise to the extent consistent with maintaining the highest level of expertise on the Commission. Members of the Commission may be citizens of Canada, Mexico, or the United States, and the President shall ensure that citizens of all three nations are appointed to the Commission.

SEC. 1424. NORTH AMERICAN ENERGY FREEDOM POLICY.
Within 90 days after receiving and considering the report and recommendations of the Commission under section 1423, the President shall submit to Congress a statement of proposals to implement or respond to the Commission's recommendations for a coordinated, comprehensive, and long-range national policy to achieve North American energy freedom by 2025.

Well, isn't this just too, too, precious? And so here we have buckets of slop for the anti-American reconquista slime at La Raza, all listed as no budget request (NBR) items added in conference (C) to cover the tracks of the particular Washington crapweasel getting it in the bill at conference. No name-no blame, right? And, for FY 2006, another $5M for these bums.
And what delicious irony. While our military is fighting the same kind of anti-American scum in the middle east, the traitors in Washington are busy raiding the appropriations for the VA (Veterans Administration). I'm sure our military guys would be thrilled to know military budgets are challenged at every step, but earmarks for La Raza sail right on through.
I would love to out the specific traitor (s) who, every year, run this little con game for La Raza. There will be a special place reserved in hell for these swine. I would very much like to find their names.
Finding out exactly WHO might have added an earmark seems to be near impossible (from what I read on some of the Cunningham and Mollahan abuses). It is all done beyond the public eye.

And take a look at those earmark stats beginning in FY 2000. Up, up and way up some more by FY 2005. I doubt that FY 2006 will be much different.
And all of this in the name of "compassionate conservatism" and "new tone in Washington". Good to know "our guys (RINOs)" bow to no one when it comes to "balls to the wall" spending.

You left out one factor. Some groups and some people make big money because of "free trade' policies and open border policies. The CFR may be mostly theory but many CFR members are wealthy even super wealthy. They benefit from CFR policies that are antithetical to America as sovereign nation. I do not benefit from such policies because I am middle class.

During the first Bush election campaign, he gave a speech called "Century of the Americas," calling for closer alliances with Canada and Mexico/Central and South America for trade and mutual support.
One online "intelligence report" (Stafford? Sanford? Something like that) ran a lengthy article before 9/11 about the necessity for "the Americas" to band together for mutual defense.
All of which are nice ideas if they didn't mean open borders.
On August 25, 2000 Bush gave what's known as his Century of the Americas speech. Before we elected him the first time, he told us what he wanted. An alliance of all the Americas. Here it is.

That sort of info might shed a little light on the recruiting behavior of the CFR, and which could hint at whether or not CFR is really some evil, highly cohesive organization bent on world domination or yet another outgrowth of the same "Old Boy's Club" that is also represented by college fraternities and DC area country clubs. :)
