WASHINGTON — Heeding conservative demands to shore up the southern U.S. border to prevent illegal immigrants from freely crossing into the country, the Senate voted Wednesday to build 370 miles of triple-layered fence

SA 3979. Mr. SESSIONS submitted an amendment intended to be proposed by him to the bill S. 2611, to provide for comprehensive immigration reform and for other purposes; which was ordered to lie on the table; as follows:
Strike section 106, and insert the following:
SEC. 106. CONSTRUCTION OF STRATEGIC BORDER FENCING AND VEHICLE BARRIERS.
(a) Tucson Sector.--The Secretary shall--
(1) replace all aged, deteriorating, or damaged primary fencing in the Tucson Sector located proximate to population centers in Douglas, Nogales, Naco, and Lukeville, Arizona with double- or triple-layered fencing running parallel to the international border between the United States and Mexico;
(2) extend the double- or triple-layered fencing for a distance of not less than 2 miles beyond urban areas, except that the double- or triple-layered fence shall extend west of Naco, Arizona, for a distance of 10 miles; and
(3) construct not less than 150 miles of vehicle barriers and all-weather roads in the Tucson Sector running parallel to the international border between the United States and Mexico in areas that are known transit points for illegal cross-border traffic.
(b) Yuma Sector.--The Secretary shall--
(1) replace all aged, deteriorating, or damaged primary fencing in the Yuma Sector located proximate to population centers in Yuma, Somerton, and San Luis, Arizona with double- or triple-layered fencing running parallel to the international border between the United States and Mexico;

(2) extend the double- or triple-layered fencing for a distance of not less than 2 miles beyond urban areas in the Yuma Sector; and
(3) construct not less than 50 miles of vehicle barriers and all-weather roads in the Yuma Sector running parallel to the international border between the United States and Mexico in areas that are known transit points for illegal cross-border traffic.
(c) Other High Trafficked Areas.--The Secretary shall construct not less than 370 miles of triple-layered fencing which may include portions already constructed in San Diego, Tucson and Yuma Sectors and 500 miles of vehicle barriers in other areas along the southwest border that the Secretary determines are areas that are most often used by smugglers and illegal aliens attempting to gain illegal entry into the United States.
(d) Construction Deadline.--The Secretary shall immediately commence construction of the fencing, barriers, and roads described in subsections (a), (b), and (c) and shall complete such construction not later than 2 years after the date of the enactment of this Act.
(e) Report.--Not later than 1 year after the date of the enactment of this Act, the Secretary shall submit a report to the Committee on the Judiciary of the Senate and the Committee on the Judiciary of the House of Representatives that describes the progress that has been made in constructing the fencing, barriers, and roads described in subsections (a), (b), and (c).
(f) Authorization of Appropriations.--There are authorized to be appropriated such sums as may be necessary to carry out this section.
These guys are just now realizing the fury they have unleashed and they know it's not going away. They know their jobs ride on the "wall" and "amnesty". Yes to one and no to the other.
The guest worker program, if limited and controlled, probably has consensus. However, the dems hate THAT element the most:)

That's been the problem with the immigration debate for a long time, not just on the internut.
Some people just make bad jokes.
But it always seemed that the immigration issue would get the genuine bigots fulminating with red faces from the back of the room, to the extent you just didn't want to even associate with 'em.

FR is a big part of my life and brings information that can be found nowhere else. I hate when people turn into something ugly.
The best case for the GOP would be guest worker program + workplace enforcement + border security and NO amnesty.
Some of the amendment vote tallies are frankly depressing.

When this thing comes out of conference the bill will have what we need...a solid wall, worksite enforcement, no amnesty of any kind and a very limited guest worker program.
It'll get 70 votes in the Senate and 300 in the House. The only question is whether the President will sign it!
There are parts of the Israeli security barrier that is electrified. An electrified fence would be equivalent to the police using taser guns and stun batons.

Never mentioned anything about landmines. Not one legislator has mentioned anything about landmines. The MinuteMen have never mentioned using landmines. Stop using the rants of a few crazies to make your point. It is intellectually dishonest.
I know. There is a US-Canadian border (3145 mi) that is also wide open to illegal immigrant crossings. The US Border Patrol is responsible for some 6,000 miles in total.
If they pass any guest worker provision, no matter what kind of controlled restrictions are put in, they won't be enforced any more than the provision to fine employers of illegal aliens in the 1986 amnesty bill was.
They fooled the American people once. I hope they don't get away with fooling the American people again.

I'm also pessimistic because there are SO MANY HIDDEN elements that undermine actual immigration law enfrocement and nobody cares about them.

Actually guest worker is more benign than you might think. It's just another visa, and we have 79 other kinds already.
*HOWEVER*, its been used as a trojan horse for legalizing illegals and so is another way for 'non-amnesty' amnesty.
Andt the other devil in the details are the numbers.
The Hagel-Martinze bill can results in huge immigration numbers (the 100 million number Heritage foundation and Sen Sessions mentioned). This is full open immigration.
Keeping it limited is the key and with long path to citizenship and/or no path from illegal. Cornyn bill made them go back tothe home country to apply, and some felt that was 'impractical'.
I dunno, the word I would use is "fair".
