Your niece is lucky. If you are so concerned about her future and her education, maybe you should consider gifting her with a year or so of private pre-school.
Like it or not, children born in this country are entitled to an education, no matter what language their parents speak at home. I cannot believe that you would prefer these same children grow up to be unproductive welfare recipients.

Don't know which versions you have read but those of our Declaration of Independence and the Constitution of the United States of America that I've perused were in English.
Do you honestly believe that these "LEP" children are going to be made up of legal citizens? Two years ago, the stats were something like 3.5 million Texas residents were born outside of the U.S. At least a third of them are *illegally in the United States*.

No but 27 states have English as their official language (27 last I looked which was about a year ago, could be more now.) Don't know if Texas is on that list though.
Bilingual education hurts kids. English immersion is the way to go.
