Program Description: The purpose of the Texas Pre-Kindergarten Limited English Proficiency (LEP) Pilot Program is:
To implement multi-age programs serving 3-, 4-, and 5-year olds that assure that English language learning children receive appropriate activities to enter school prepared to succeed. The pilot program must provide many opportunities for the acquisition of English, while supporting the child’s first language including social services, appropriate training and modeling, and research –based curricula and supplies to enhance the development of both languages. Instruction must be in both languages so children can learn concepts in the language they understand while developing their English skills. Programs must include bilingual education specialists and continued professional education to support the teachers.
Grant Period: March 15, 2006 – August 31, 2007.

Lol! So, I'm correct.
That's okay. My next bet is that my answer is probably out there. I was simply too lazy to look it up. Off to see when it last came up in conversation...
FYI, the social security card is not the only way to get into pulic school. All students do have to have an ID number, but it doesn't have to be a SS card number. However, if you were born here, you get one. It makes you legal, not your parent, and most certainly does not legalize ~their~ intentions.
A 3-5 year old is somewhat responsible for their behavior, but they are not responsible for their situation, nor are they responsible for their parents. If their parents are trying to get a foothold in the door, so to speak, they use any means possible to do that. Some situations are different, but all too often, illegal parents use their children to get the benefits of American citizeship. The children are being used, and they are taught that the government owes them something more than what your average American citizen is entitled.
I don't know where you are coming from in your statements, but I can say that I am coming from my experience as a former public school teacher in Texas. Not all ESL students are illegals, nor are they all children of illegals. However, there are a lot who are one or the other.
The vast majority of ESL students are Mexican, but ESL includes everyone who is not a native speaker of English. My 2 cents (if it's even worth that much)...
You're right on. In fact, here in CA ESL, low income students sued to have the exit exam cancelled - all because it wasn't fair to them. And they won. A high school diploma in CA simply means you got enough credits to graduate.
My SIL's nephew has a GPA of something like 1.4 and he's being sent through to the next grade level. What's the point of even attending school? At this point, a GED (which is supposed to be frowned on over a HS diploma) is better because the person who holds it was tested.

Not many folks know this but Florida also offers free in-home tutoring to the children of migrant (illegal) workers.

I can't say this is fair. If non-English speakers get free preschool, they should have a regular preschool as well... BUT I see a lot of value in this program and don't think it's so bad. It sounds like it's completely designed to teach the children English before kindergarden, in order to AVOID having to provide bilingual education to them later on. The earlier they learn English, the better. My wife came here from Vietname when she was 2 and wasn't exposed to English until pre-school but picked it right up. The only thing I would say would be to dump that "support" for the first language.
My daughter has brain damage with a severe speech problem.
She's the type that learns with hands-on work.
We were at an okay public school last year, but the district closed it. Now we are in a school from H***, so we are looking at homeschool.
My daughter will really benefit from the hands-on activities we can do at home. We'll be going on lots of field trips. We'll have lots of science experiments. We'll use the computer for lots of things. Plus, we'll have time for piano lessons, art classes, and after-school sports.
Bilingual education for 3 year olds: a great way to destroy their chances of ever going to college.
Maybe you can get through to the numbnuts here that think everything but ENGLISH is great. Diversity in language is grand. The reality is that it is divisive and NOT focusing on a COMMON language is helping to destroy our country.

Thanks!!! It's funny. I used to post about our good public school here. I was one of the ones saying that some public schools are good. Then the district closed ours, and I understand what everyone has been talking about.
I have twins: one with brain damage, and one that is gifted. They will both do so much better being homeschooled.
And do you feel better now, for that? Maybe a little smug, perhaps? Now that you have been able to confirm your own preconceived ideas, why stop now? Why not tell us all what you have discovered?
Any information that I reveal voluntarily is there for anyone to read, but that is a far cry from your pointed inquiries. What exactly were you trying to prove, anyway?

No, it isn't. But your rant about 'Spanish speaking students' was.
I'm personally more concerned about the folks down at the local mosques or the Katrina refugees than I am about the "Spanish speaking" folks who are trying to learn English.
