I may be wrong but I do not recall Bush stating he was for a "guest worker program" prior to the 2000 election. I thought I paid attention to that campaign but may have missed some of it. Could you provide a link to that speech?
Nope, I can't provide a link...I just don't remember him ever saying anything but a guest worker program..and I know that before 9/11...he and Vincente Fox were working towards that goal...
Mind you...I am pretty much against his plan...I would prefer a wall being buildt NOW...and then when it is done, we will worry about what to do with the illegals that are already here.
