Officers Claim Brass Interfered in Investigation of Rep. Kennedy Incident

Police labor union officials asked acting Chief Christopher McGaffin this afternoon to allow a Capitol Police officer to complete his investigation into an early-morning car crash involving Rep. Patrick Kennedy (D-R.I.).

According to a letter sent by Officer Greg Baird, acting chairman of the USCP FOP, the wreck took place at approximately 2:45 a.m. Thursday when Kennedy’s car, operating with its running lights turned off, narrowly missed colliding with a Capitol Police cruiser and smashed into a security barricade at First and C streets Southeast.

“The driver exited the vehicle and he was observed to be staggering,” Baird’s letter states. Officers approached the driver, who “declared to them he was a Congressman and was late to a vote. The House had adjourned nearly three hours before this incident. It was Congressman Patrick J. Kennedy from Rhode Island.”

Baird wrote that Capitol Police Patrol Division units, who are trained in driving under the influence cases, were not allowed to perform basic field sobriety tests on the Congressman. Instead, two sergeants, who also responded to the accident, proceeded to confer with the Capitol Police watch commander on duty and then “ordered all of the Patrol Division Units to leave the scene and that they were taking over.”

Baird said he had been advised that after the officers departed, Capitol Police “House Division officials” gave Kennedy a ride home.

Kennedy’s office did not respond to repeated requests for comment.

“If the events unfolded as they have been reported to me, and I believe they did, a complete and immediate investigation into them is required,” Baird wrote to McGaffin. Baird asked the acting chief why officers on the scene were prevented from completing the appropriate investigation “into violations of law they witnessed. This appears to be interference with their duties as U.S. Capitol Police Officers and may have prevented the collection of evidence of such violations."

“My members were attempting to carry out their duties with the professionalism and objectivity their oaths require. They should have been assisted in those duties by every level of supervision and command. Instead these circumstances call the integrity of our organization into question by creating the appearance of special favor for someone who is perceived to be privileged and powerful,” Baird wrote.

While a Capitol Police spokeswoman could not be reached for comment, Baird said in an interview this afternoon that McGaffin had contacted him about his letter.

“I want the public and those who we protect to know that we are fair and impartial when it comes to enforcing the laws on capitol grounds and the officers are doing their jobs in accordance to the laws and D.C. code and U.S. code,” he said.” That’s really why we want this addressed.”

When I initially saw the headline, "Kennedy crash" and the specter of alcohol, I just about gave up on the whole idea of reality. Turns out to be a Kennedy relative. Whew! Close call!

Patches has been seeing a shrink since he was 19.
Let us not forget the yacht incident where Patches slugged his girlfriend and she called the Coast Guard for rescue.
Also, the owners of the rented yacht claimed that Patches did $28,000 worth of damage .
The company had charged Kennedy had "trashed" and "abandoned" the 42-foot sloop last summer off Martha's Vineyard island.
And how could we forget Patches saying this-
"in the heat of a speech Kennedy criticized President Bush's tax cuts by telling a group of young Democrats in Washington:
"I have never worked a [expletive] day in my life."

I can't wait to see Nancy Pelosi and Harry Reid defend Patches.

The Capitol Hill Fraternal Order of Police is calling for higher-ups in the department to allow patrol officers to complete their investigation.

The head of the Fraternal Order of Police Lodge 1, Lou Cannon, told W*USA 9 News Reporter Stacey Cohan that he’s concerned that Kennedy may have received special treatment and this could be a case where “rank has its privilege.”

Capitol police Officer Greg Baird wrote a letter to acting Chief Christopher McGaffin saying how the investigation was handled calls the department's integrity into question.

According to Rollcall.com, Baird -- acting chairman of the Capitol Police Fraternal Order of Police –- said Kennedy’s Mustang had its lights off when it narrowly missed crashing into a police cruiser and smashed into a security barrier at 1st and C streets Southeast about 2:45 a.m.

According to sources, Kennedy told police that he was late for a Congressional vote.

Indeed. If he were any kind of a man, he would accept the consequences of his actions and not accept special treatment.

But he is Patches Kennedy, and that is just not going to happen.

This kid is dumber than your average Kennedy, and that is going some.

First it was a Airport Security guard and the totally obnoxious "Do you know who I am'? comment, then last weeks car crash, now this. This kid has ZERO written all over him. Of course, that doesn't matter to his constituents, they'll reelect him no matter what he does. The Kennedy boys always move to the safest RAT strong holds to run for office. Bobbie to NY, Teddy in Mass, now this ass hat in RI. They take no chances with their political safety.

The sad thing is that had it been you or me we would have been spending the night in the DC slammer. Absent a field sobriety test or a breathalyser the only thing that he can be charges with is lying to a police officer and obstructing justice. That might be enough to get him a guilty verdict, a fine, and some probation time. God, I hope so. But, if the whole thing is shoved under a RAT rug it's just a pipe dream. It does sound like the FOP guy intends to follow through, but the Kennedy mafia and the RATS haven't had a chance to get to him yet, and they will. The bad thing is that one of these days this kid is going to kill someone, just like his fata$$ed uncle, and all we can do is wait for it to happen. My advise to anyone is to stay as far away from Patches as you can till he finally does the deed and ends up like Uncle Teddy (fat, drunk, stupid, and driven around in limos so he doesn't get in anymore trouble).

The sad part of this is that the douche bag could have easily taken a cab. I've been to DC and I've been out at that time of the night, cabs are all over the place, we never had to wait for one. All this kid's brains are in a bottle of Scotch.
