In the mid 1990s, we were discussing the idea of internet network throttling, through subscription based qualify of service subscriptions. People laughed and said it would never be needed and never would happen. But then again, those were the same people who laughed at the idea of VOIP back in 1991. It is funny to see them now proposing it.

The bottom line is that net neutrality is necessary as long as the existing franchise monopolies continue to exist, and becomes a moot point if and when they are abolished (after enough time as passed for new competition to break into the now-protected markets).
