A couple of comments:

"it is a PROHIBITED EQUIPMENT where the price of the effective material in it can reach 51,000 Dollars

1) Are they suggesting that it is PROHIBITED EQUIPMENT because the cost is prohibited?

2) It appears that to test the detectors they have to actually HAVE nerve agents.

A little digging around on the net to see exactly what "expired efficiency" had to do with a Russian nerve agent detector.

"the Czechs indicated that they had to bury about 260 expired GSP-11 indicator charges out of the 350 sent to the Gulf. Other veterans indicated they did not trust the indicator charges because they had been stored in the heat and there was no way to check their condition."
