"Woof" is used in broadcasting to say "stop," "that's enough" or to mark a specific point in time -- which is what is done in this case. "Tony's show starts in 3 minutes: WOOF!" Means in 3 minutes from-- NOW!
The first guest is Adam Housley. He's talking about the rallies and the backlash which is building. He says the fringe groups are latching on. In fact, it is the fringe groups, ANSWER and their ilk, who have been behind this from the beginning.

I am pretty sure that C-Span streams them, but I think the time is not fixed which makes it hard to know when to pick it up.

Absolutely.
The White House posts them after they're done. C-Span carries them, but not necessarily live. Hopefully Tony could arrange to webcast it thru the WH website, but I'm not sure that's his 1st priority. If anyone does know where a truly live feed is, it would be very helpful in setting up a Tony at the WH thread.
