Arkansas isn't the first state to do this. Maine started this with Foster parents who smoke and who drive their Foster children around. They are not allowed to smoke in the vehicle 24 hours before driving the child anywhere.
Maine: Do not smoke if your a foster parent! The DHS says so! It's ok if you sprawl on the couch at night drunk though!
DHS creates smoking rules for foster homes, vehicles.

This is total and utter BS! We are at war, have terrorists in our country, have pedophiles teaching in schools, thousands and thousands of them in our country and living in our neighborhoods, violent crime is up everywhere.......so much so they categorize it differently so it looks like a reduction, and all kinds of other MAJOR things going on in our country that puts everyone, including the children at risk for injury, disease, or even death, and all they can think of to address is smoking in a car???
Gives new meaning to the inmates running the asylum.
